4. For these and other reasons these three high officials who had much greater and longer experience of Chinese than Mr. Kyshe can boast of, threw cold water on my proposals; later experience convinced me that they were right.
I admit that something may be lost every year by the Treasury in this matter but the amount cannot be large and better that than to sow discontent and distrust among the Chinese Community.
16. With respect to the Commission of appraisement referred to by the Acting Chief Justice, I beg to state that the issue of it is authorized only in certain cases (see section 4 ord: 9 of 1870) I am of opinion that it was not meant to issue when there is an application for probate or for letters of administration; besides I do not see what more the appraiser can do than the Registrar or Deputy Registrar has always done unless Mr. Kyshe wishes to throw all the responsibility upon him.
For the reasons given above I trust that this commission will be issued only in those cases provided for by law, and will not be used to effect indirectly that which the law has not authorized.
To conclude my remarks on this point, I would call attention to Sir George Phillippo's report on the Supreme Court dated 1882, this report shows the knowledge which he possessed of the work of the Registry, and in it occurs the following passage:-
"The accountant would have enough to do, if he had the duty cast upon him of calling for and testifying the veri...
